Mesa County Publishes a Foundation Requirement for Every Subdivision. Find Yours.
Mesa County lists foundation requirements for more than 600 platted subdivisions. What the codes mean, and why 234 of them require an engineered foundation.
Most counties tell you what the code requires. Mesa County tells you what your specific subdivision requires, by name, in a published spreadsheet covering more than 600 platted subdivisions.
It is an unusually useful document and almost nobody outside the trade knows it exists.
What is on the list
Each subdivision appears with one or more requirement codes attached, applied when the subdivision was platted, based on what was known about the ground at the time. Counting across the whole list:

Roughly 37 percent of the subdivisions on that list carry an engineered-foundation requirement. That is a high proportion by any standard, and it is a direct statement about the ground in this valley.
What each requirement means
Open excavation observation. The most common, on 317 subdivisions. Before footings are poured, someone qualified looks into the open hole to confirm the soil is what the design assumed. It exists because plans are drawn from limited borings and the ground between borings is not always the same. In the Grand Valley, where alluvium over Mancos Shale varies within a single street, that is a reasonable precaution rather than a formality.
Engineered foundations. On 234 subdivisions. A Colorado-licensed professional engineer designs the foundation rather than the builder following prescriptive code tables. Typically results in a deeper or wider footing, a reinforced grade beam, drilled piers, or a void-form detail that lets expansive soil swell without loading the structure.
Site-specific soils report. On 27 subdivisions. A geotechnical investigation on the particular lot rather than reliance on a subdivision-wide report.
Low bearing. On 12. A flag that the soil has limited bearing capacity, which changes footing sizing.
Engineering for basements and engineering for monolithic slabs. Requirement triggered by the foundation type chosen, rather than applying to everything on the plat.
Slope stabilisation report. On 6, and unsurprisingly these tend to be hillside subdivisions where the stability of the ground itself is the question rather than the bearing under a footing.
Why this matters to someone with a crack
A requirement on your subdivision is evidence. It means that when the ground was assessed for platting, something about it warranted a heavier standard than the default. Expansive clay, low bearing, slope, shallow groundwater, or a combination.
That does not mean your house has a problem. Plenty of houses in engineered-foundation subdivisions have never moved, which is rather the point of the requirement. But it does change how a crack should be read. A quarter-inch stair-step crack in a subdivision with no special requirements is a different piece of evidence from the same crack in a subdivision that was flagged for expansive soil thirty years ago.
It also changes the repair conversation. If the original foundation had to be engineered, a repair to it will very likely need engineering too, and that is a line item worth budgeting for from the start rather than discovering halfway through. Engineer evaluations in this market commonly run $500 to $1,400.
How to look yours up
The list is linked from the Mesa County Building Department’s building guides page, published as a spreadsheet. You need the subdivision name from your plat, which appears on your deed, your title paperwork, or the county assessor record for the parcel. Search the sheet for that name and read across.
Two practical notes. Subdivision names on plats are often longer or older than the name people use locally, so search on a distinctive fragment rather than the full phrase. And filings within a subdivision are sometimes listed separately, so check whether your filing number appears on its own row.
What to do with the answer
If your subdivision carries an engineered-foundation requirement, assume engineering will be part of any structural repair, ask for it to be quoted separately and explicitly, and expect the repair design to be stamped.
If it carries open excavation observation, that requirement applied at construction rather than to repair work, but it tells you the ground was considered variable enough to be worth looking at. That is useful context for a pier depth conversation.
If it carries a soils report requirement, ask whether the report still exists. Original geotechnical reports sometimes survive with the builder, the HOA, or in county records, and an existing report on your own ground is worth a great deal more than a general soil map.
If your subdivision carries nothing, that is reassuring information and worth knowing before you spend money reacting to a crack.
The broader point
Foundation repair is a trade with a lot of assertion in it and not much publicly checkable evidence. A county-published, subdivision-by-subdivision requirement list is checkable evidence, produced by a public body with no commercial interest in the answer. It costs nothing to look at, it takes about five minutes, and it is one of the few pieces of hard local information a Grand Valley homeowner can get before anyone comes to the door.
